attention. In 2002, Sacramento County began working with the residents of Carmichael to update this Plan.

During phase III of developing the plan, Carmichael residents returned more than 2,700 surveys stating their level of support for 54
policy options that would form the foundation of the Community Plan, and for various
financing options to pay for policies they support. Three reports are available here, recommendations approved by the Board of Supervisors on June 1, 2004, the staff report to the Board of Supervisors, and a more detailed report on the results.

The Department of Neighborhood Services presents the results of that
survey and recommends that the Department coordinate a
community involvement process to develop implementation strategies for policies strongly
supported by a majority of respondents.
This report presents the results of the third round of public engagement for the
Carmichael community planning initiative. This initiative is based on the metaphor of an
extended community dialogue. The first phase of the dialogue involved over 2,400
residents and established the agenda for the community planning process. The second
phase enlisted more than 130 residents in Theme Teams to develop strategies to address
the issues identified in the agenda-building phase. The third phase of the dialogue
presented these strategies to the residents of Carmichael and sought their advice about
which actions should be adopted. This report presents the results from the public’s
consideration of these policy actions.
